I would say yes as long as you take the "b" dimension from the actual
head location, not where the ceiling intersects the soffit.

An owner had added soffits along the wall/ceiling similar to figure
8.6.5.1.2 (b) (NFPA 13 - 2002), except the roof is sloped greater than
2:12. Does this still apply?
