This subject was brought up in a committee meeting once. The question by a committee member was is it NFPA 13's intent that only new sprinklers can be installed. The chair responded that that it is and has been the requirement. The discussion that led to this answer was on the reinstallation of sprinklers in existing sprinklered tenet spaces.
