I think it's pretty clear that unless your AHJ has adopted another standard or included verbiage to require more than 13D in the garage area, follow the direction in A8.6.4. Offer more if you want to, but you have "Text" to support what you have done. I would think you will find it harder, to find support, for doing anything other than A8.6.4.
