Jay,NFPA 20 (2010) section10.8 covers this requirement as it has done in the comparable sections of previous editions.A fire pump has always been required to use it's own dedicated transfer switch where emergency power is needed. It sounds like this electrician is proposing to use normal power to serve the fire pump,which is also not allowed (see the power source section).The fire pump must have a dedicated/uninterrupted power source.
