Check the introductory material in the SMACNA guide; I haven't picked one up in years, but it USED to contain a disclaimer at the very front of the book that stated, "These guidelines are for the seismic restraint of plumbing, HVAC and process piping systems. For automatic fire sprinkler systems refer to NFPA 13."
Here in CA, the Division of the State Architect and Office of Statewide Health Planning & Development often (mistakenly) threw SMACNA at us during plan review, and occasionally during inspection, at least until ASCE 7 came along and was referenced in NFPA 13. I was our firm's designated SMACNA Defender, so I got pretty good at deflecting these provisions when they came up and at one time I could recite the disclaimer from memory.
