Matthew, not so plain and simple. Depending on the code in place you
may be allowed a home business of this nature and that is not
dependent only on the 2009 IBC. Your own community probably has zoning
codes that allow certain home businesses that do not change the
occupancy from R to B or E or I, etc., such as nail salons, daycare to
a certain number of children, assisted living to a certain number of
persons, etc. And if the occupancy doesn't change then the
requirements for sprinklering don't change unless the community has
also amended that. That is convoluted and confusing, rather than plain
and simple, but still the case. Remember that government in the US is
a bottom up structure and consensus code writing is a bottom up
endeavor and that the two (model codes and legislative bodies) can
complement each other and also can clash. The reconciliation of all
encompassing model codes and local particulars become the
law/ordinance. Easier to grasp in mini/maxi states than in home rule
states but the difference is just at what level of legislature the
buck stops and when it comes to buildings it's never a national thing
except for Federal properties, and they sometimes defer to the local
regs. The law is never plain and simple.
