  I was told many years ago that this little arrangement was there to assure 
that all the water had been removed from the required 4 ft. of pipe on the 
heated side of the test connection before the wall penetration.This would be 
removed after testing and tied to the ITC for re-use by the next inspector.
  I don't know if this is what everyone else has as an opinion , but that's my 
story and I'm stikin' to it.
