The exchange of emails brought this March 19 response from the sponsor of HB 
1196 to David, a designer at Allsouth Sprinkler:


Dear David,

Thank you for your email.

I happen to be the sponsor of HB 1196.

The bill does not stop or keep anyone from choosing to put sprinklers in their 
own home.  It simply says that local governments nor the state can require 
sprinklers in single family dwellings or duplexes.  It allows the decision to 
remain with you - the individual as to if you want to spend the extra $1.50 - 
3.50 per square foot when building the house.

I believe in sprinklers and probably will install if we ever get to build a 
home from the ground up, but I want it to be my decision, not to be told I have 
to have them.

Many are arguing that it is a matter of local control, however, those same 
folks are the ones that were in a meeting with DCA on January 26th of this year 
asking them to require them statewide so they wouldn't have to adopt them 
jurisdiction by jurisdiction.  So that kind of defeats the argument of local 
control.

I think the ultimate local control comes when we decide these things for 
ourselves and not being told what to do.

Again, I appreciate your email.  While we disagree on this issue, the next one 
that comes along we will probably agree on.

Seems to mew that these types of actions can only be stalling tactics
since I don't see how laws that disallow the ability of elected
officials to make laws can be constitutional. Of course I'm no lawyer.
