Interesting stuff but if he wants aplastic coated pipe why not look
into that black steel with the plastic jacket used for UG gas piping?
I don't know if the pipe under what appears to be vinyl is the right
kind of black steel but that would be easy to confirm. If he's going
to specify a particular type of pipe, and especially if it's a brand
and proprietary, make sure he gets his jurisdictional politicos to
turn it into an ordinance.
