All requirements for anti-backflow protection start with the plumbing code. Who administers and enforces that code or portion thereof is up to local legislation but typically the plumbing official and the water purveyor. The requirement for forward flow testing of anti-backflow devices in NFPA 25 is the only "shall" reference to those devices I'm aware of in any of the NFPA codes or standards.
