And besides, the rule is for hangers on pipe to PEND heads in ceilings, to
restrain against the thrust that might push the head above the ceiling-- if
the FD is there, the auto aspect has changed.

No this is not the pressure 13 is referring too! What is the normal system
operating pressure? That is the number you use. Can a FDC push pressure over
100 Psi? Of course. Can an FDC push pressure over 200 Psi? Yes, but do we
design bassed upon that? No! why because normally that is not what the
pressure will be when the system operates, and if it operates the responding
engine company may not even charge the hose to the FDC if the fire is
already out.

NFPA 13 (2002) section 9.2.3.4.3 discusses hanger spacing deviations 
for piping  with maximum pressure exceeding 100 psi as being 
different from spacing with pressures less than that. If the fire 
department hooks up to the FDC with 150 psi pressure, would that be 
the valve used for determining the maximum pressure? If that is the 
case, when would the lesser value be used?
