I'm doing one right now with a 3:12 I inquired with our very experienced foam 
FPE and he said no increase.  Now we didn't get fully into it but in a nut 
shell there is no requirement.  13 is not used.  My thinking is the sprinklers 
are a water based heat detection system.  The HEF is what will control the fire 
or not.  Also I just learned HEF has never been tested for this application.
