Ok, why?  What's his concern?

If he wants PA because he scared of "accidental sprinkler discharge" then any 
water in the pipes could leak on his stuff.  So drain it.  

But regardless, if you don't need to drain it, he doesn't need a PA system.

Give us some specifics.
