It's called a haligan and tapered dowel and they should already carry them.   
Use forks to snap or bend the arms, insert dowel, tap with haligan if 
necessary, done.  3.2 seconds max.  Tried many other techniques and a few 
products, ($$) nothing better than what I described. And often you are not 
being sprayed too bad in the face and down the jacket if you can find a ladder 
or table to stand on off to the side.
