Nevermind logic. It's in the spec and therefore must be there for good reason.

I was told on one military project in the Marshall Islands it was in case some
of the local Marshallese tried to fill a water jug from the Inspector's test or
aux. drains. Yeah, chlorinating it at commissioning will keep the contents safe
for consumption...

Chris is correct - I misunderstood the type of disinfection that you were
asking about.

Back in the day, we were nearly always required to hyper-chlorinate the water
do what was called a "Bac-T" test, that measured the amount of certain bacteria
in the underground water supply before we did a flush and could connect
overhead pipe. The methodology was crude: our UG foreman would usually throw a
bunch of swimming pool chlorine tabs into the piping and then let in some
water, then drop in some more tabs (you could use the FDC spigot piece) and
just chlorinate the living crap out of it. Now, we realize that the byproduct
is toxic and you're not allowed to simply flush it to the public storm system,
so you have a disposal issue. But the simplest answer to your question is, yes
there are plenty of folks out there who have had to do both scientific and more
rustic disinfection of sprinkler water supplies.

This is a requirement for a military project and the USACE is requiring it.
