I think the intent is to allow omission in these rooms including the 1st floor. 
I am not looking at 2002 but at 2007 (6.9.7) but I think the language is the 
same.

But, 

 

Working on a bid and re-reading the above. Common apartment layout. 2nd and 3rd 
floors have patio with storage room with no direct access to dwelling unit.

Will not providing sprinklers in these rooms meet the intent? I am including 
them on 1st floor because dictionary says "balcony" is elevated.
