I believe I answered my own question; I looked in NFPA 30 and it sent me to
NFPA 77. Section 8.5.2.2 answered my question. In a nut shell, it is saying
that storage tanks for nonconductive liquids, including these tanks on
supports, on grade level foundations are considered grounded regardless of
the foundation (e.g. concrete, sand or asphalt) and that the addition of
grounding rods and similar grounding systems will not reduce the hazard
associated with static electric charges in the liquid.

Subject: nfpa 20 question - grounding diesel fuel tanks
Importance: High

We have installed two 300 gallon diesel fuel tanks as part of a pump
package. We need to ground them; does anyone have any information on how to
size the grounding material, or where I can research to figure?

Thank you
