As mentioned by
another-contributor-who-is-often-sharper-than-us-collectively,
tertiary power is a misdirection if there is only a single intention for
source of water.

I was an plan reviewer for 2 hours on a Miami metro project to be installed
on the waterfront and to occupy 1 if not more city blocks. The FP stated
there would only be one source of water. I never got my dissenting comment
heard. "what certainty justifies only one water source for such a large
project
and risk hazard exposure?"

Eliminate the weakest links first, and though water source is certainly an
essential link, a performance of zero-for-three fire pumps should make some
risk assessors sit up and think. Such poor performance doesn't surprise
me, in the U.S.A. at least. ANZ alternatively, is pretty keen on keeping
their pumps tested and working. What does surprise me is how little people
seem to care about the reliability of their strategies. I guess the not
enough risky hedge fund managers have crossed over into tort, thankfully.
But we should be policing ourselves, before the lawyers make a handsome
living by policing our policy before us.
