All: AWWA has appointed a sub-committee to its Rates and Charges Committee. Title is as per above. Topic is fee structures for water connections supplying 13-D system, although I believe 13-D is not mentioned.
Excerpt from article in Journal - AWWA -April 2013 edition: "....At the same time, research indicates that private fire protection systems actually use significantly less water than an unprotected home in which a fire is extinguished with public fire protection facilities (water from hydrants) . Thus some advocates take the position that private fire protection requires less capacity for fire protection than a public fire protection system, and it is that benefit, along with saving lives, that may establish a reasonable policy basis for charging less than a full cost rate. Yet, the Rates and Charges Committee has found very few occasions to embrace variations from cost of service. A cost-based charge may be seen as a disincentive, but it does not in any way preclude the installation of private fire protection systems. Further, some level of fire protection charge would seem to be warranted as those who have residential private fire sprinkler systems receive a particular benefit and use the water system in a way that those without such service do not. ..." Even if you use water less water than the neighbor next door would, you achieve a benefit that your neighbor does not, and therefor you should pay more. What about if you use more water, and realize a benefit your neighbor does not. I have a pressure washer. My neighbor does not. Do they increase my base fee structure? I am clearly using the system in a way she does not. Yours, bv ps . Story is a metaphor only. Before anyone thinks I'm miserly, I just got down spraying my neighbors sloped walk after she fell due to moss. Not miserly, just cheap. bv _______________________________________________ Sprinklerforum mailing list [email protected] http://lists.firesprinkler.org/listinfo.cgi/sprinklerforum-firesprinkler.org
