See sections 406, 503, 504, 508, 905.

Pay close attention to the definition of 'open' parking garage in 406.3.
Definitions of stories and basement are also important to understand.

Lots of info to look at...

Subject: 2009 IBC - FDP vehicle access

Can someone please tell me what section of the 2009 IBC is used for
figure out the lowest level of fire department vehicle access? I have
a existing building that has a partially exposed parking garage that if
included in the overall height of the building, would make it a high rise
requiring automatic wet standpipes.

Thanks,
