We've had to brace piping that was clamped to stands that were bolted to the floor into 4 epoxied inserts. Whether we agree or disagree with the enforcer, it's purely subjective as there's no exception in the standard.
Adding a couple angled two-ways here and there isn't such a big deal though ...
