The EoR should include water runoff/pollution in their scope. This warning does not mean that retention is mandatory, but that a decision regarding it be documented. It is the obligation of the fire professional on this job to also coordinate with the fire department, as emergency response to this facility could pose unique behaviors from them vis-a-vis a bread-and-butter occupancy.
