Tent of Wet Piping in Freeze area

Where a wet pipe runs thru an area subject to freezing NFPA allows the 
placement of a "Tent" with insulation above the piping to prevent freezing.

Typically, is this provided by the sprinkler contractor or provided by 
the GC?
