I have seen cases where, either because of past history, remoteness from the nearest fire station or poor water supply, the local AHJ has required sprinklers in specific neighborhoods or a building complex. Is this in Ft Worth?

Do you have any idea why three rebuilt 2 story apartment buildings (after fire) in Texas would be required to have a fire sprinkler. There is nothing special about these, but there are 24 total buildings and three have burned down in each of the past 3 years. The fire marshal has required the 3 rebuilt ones to be fully sprinklered with fire alarm system.
