2015 IFC, Section 5306 covers medical gases. Note in addition to human end use
veterinary is included.

5306 requires than when greater than permit quantity of class of gas are
located in a building, but less than maximum allowable quantities in a control
area the following three sub sections apply. More than maximum allowable
quantity drives an H occupancy. Hospitals have greater than MAQ, so these three
subsections are not used. If the dental office does not have a fixed gas system
they will have one or two small oxygen cylinders for emergency purposes only.
This is less than permit quantity.

5306.2.1 (one-hour exterior room),
5306.2.2 (one-hour interior room), and
5306.2.3 (gas cabinets)

5306.2.1 "....Rooms shall be provided with not less than one automatic
sprinkler to provide container cooling in case of fire."

Note no reference to 'system' or NFPA 13, or IBC.

5306.2.2 requires the same but is worded differently. History.

5306.2.3 requires gas cabinet to be internally sprinklered. Gas cabinet is a
defined term. Construction is specified elsewhere in the IFC.

Cabinets can only hold two cylinders, so you almost always find a pair of
cabinets. One for the O2 cylinder in use, and standby cylinder, and a second
cabinet for NO2, with the same.

These are vented locations.

Exterior room typically has passive ventilation, with specified openings near
the top and bottom of the room.

Interior room is mechanically vented, with the supply and exhaust ducts in
rated shaft enclosure to the exterior.

You want to consider that heating to 40f is not required.

Gas cabinets are also mechanically vented.

It is common to see a 1" backflow device.

Further notes:

Expect to see a medical gas special inspector for 5306.5, which requires med
gas systems to comply with NFPA 99. I rarely saw a system pass first special
inspection. Errors were serious. NO2 to O2 port at the surgical station, an
error that could result in fatality. Adequate O2 flow for normal anesthesia,
but inadequate for a bag mask. Automatic system that switches from cylinder in
use to standby when bottle is empty. Fatality. Special inspectors are required
for a reason.

PS

Yes, I've called up a sprinkler designer to note that a 4" municipal tap, 4"
DDCVA, with vault, and 4" to flange was not required or the intent of this part
of the then UFC. I was told it was already installed by separate permit.
Strange to see one inch coming off a four inch flange. It maybe the most
expensive installation per sf I ever saw. More than fancy extending heads
protecting anechoic chambers.
