As I said it's a library, open to public, well sort of. Another complicating factor is it's a multi-floor facility with an existing roof so we just can't raise the floor to create more room, even if that would help, not sure. And it's historical stuff with incredibly tight HVAC requirement over 10,000's sqft. So we're expecting a lot of ducts, with sprinklers under duct don't we force the storage down even more? . And finally, we're only writing the DB RFP, would actually be easier to sort this all out in detail with all disciplines but we ain't getting paid for that. If we don't have viable achievable options for the contractor I've failed miserably. Believe it or not a few FPE's do look out for you contractors. So I thought of exploring a ceiling which eliminates all obstructions.

It's an addition to a existing stack room, the existing building and my addition are without suspended ceilings. I was able to have the lights spaced as not to be an obstruction but had to have esfr's under the ductwork.
