NFPA 13R does allow non residential sprinklers in dwelling units, 
6.2.1.1 Listed residential sprinklers shall be used unless another type is
permitted by 6.2.1.3 or 6.2.1.4.
See 6.2.1.3-6.2.1.4 "Listed quick response sprinklers shall be permitted in
Dwelling units"

Also NFPA 13 says "residential sprinklers are permitted to be used in
dwelling units" not necessarily required in NFPA 13 designed systems.
