Probably not unless it's a jurisdictional requirement.  Most places (and 
the IFC) defer to NFPA 291.  I'd say this is a "cite your source" moment.

 A client of mine is trying to set up a water test and an official said 
that their proposal is not acceptable because the hydrants don't meet the 
"300 ft rule". Apparently something about hydrants used for a test cannot 
be any closer than 300 ft. I have not heard of this and could find no
