My interpretation is that if the top of the suspended or floor-mounted obstruction is more than 18" below the deflector, then you can ignore it for obstruction purposes in regardless of if it is light or ordinary hazard. If ordinary hazard, the obstruction MUST be at least 18" below the deflector. If light hazard, then you are allowed to use the table to determine if your sprinkler is obstructed.
Since your ceiling is exactly 18" above the partition walls, it looks like you're hosed (since the deflector will be at least some distance lower than the ceiling). But if you could get the owner to make the units, like, 8'-4" tall, then maybe you would be good to go. The issue is that 8.8.5.2.2 in the 2013 and 2016 editions of NFPA 13 (11.2.5.2.2 in the 2019 Edition) only references light hazard occupancies. Okay, 8.8.5.2.2 doesn't apply for 18" of clearance. What does apply? What if I was 36" above the partition? More? It looks like I need to protect each unit individually and use baffles when the sprinklers get too close. What do you think?
