Some engineers and engineering firms do not edit specs to make them specific to the project. They leave everything in the spec so they can just change a date and project number and issue it for any type of project and figure the contractor is supposed to figure out what applies and what doesn't. You could incorporate the run-in pipe information into 21 13 13 and be done with it. There is always way more useless information in these specs than useful.
