This warehouse (for Sephora) has rack storage for ignitable liquids and 
aerosols. The roof has ESFR sprinklers. The racks are protected with standard 
in-rack sprinklers below plywood barriers. There is no storage above the 
topmost barrier.

Question: The tenant wants to have the products (at the lowest level) in 
cardboard boxes / bins that are open at the top and one side (that facing the 
aisle). The requirement for ESFR sprinklers prohibits open top containers. Does 
containers refer only to the individual packaging of the product? Or also to 
the bins where the products are placed? If it applies to the bins also, would 
the ESFR requirement (of no open top containers) also apply to the standard 
in-rack sprinklers?
