The attic space is wood truss construction and is heated so we have installed a wet pipe system with 200 F quick-response sprinkler. Attached to the bottom of the wood trusses is 5/8-inch drywall that forms the ceiling of the occupied space. This ceiling assembly has a 1-hour fire rating. The occupied space is protection by 155 F quick-response concealed sprinklers with 135 F cover plates. The fire inspector is requiring that the area around the concealed sprinklers where it penetrates the ceiling to be fire caulked to maintain the 1-hour ceiling assembly. Can you clarify this matter?" In response to your question we have reviewed NFPA 13, 2013 edition as the applicable standard as well as the 2012 editions of the International Building Code (IBC), NFPA 5000, and NFPA 101 Life Safety Code (LSC). Our informal interpretation is that NFPA 13 does not address pipe penetrations but the IBC, NFPA 5000, and the LSC does allow penetration of rated partitions. Section 8.3.5.6.2 of the NFPA 101 LSC lays the foundation by requiring all membrane penetrations be protected by a fire stop system (fire caulking is one such system). There are four scenarios that allow other arrangements to satisfy the requirement. One of the four is when a metal escutcheon plate covers the annular space created by the penetration of a fire sprinkler.
