Vertical Turbine Pumps and Tank Volume

"With regards to the priming level for vertical turbine pumps, is the lowest 
water
level as indicated in Fig A.7.2.2.1 considered "unusable" in considering the 
total
water volume as determined by the system demand?"

We have reviewed NFPA 20, 2013 edition as the applicable standard.  Our informal
 interpretation is that the lowest water level allowed would be indicated by the
 vertical pump manufacturer that publishes the minimum submergence requirements 
to prevent surface vortices.

NFPA 20 provides guidance for well pits and wet pits and vaguely addresses water
 storage tanks.  The commentary under 7.2.1.1 states, "The minimum water level 
required
for vertical turbine pumps to draw suction must be considered for aboveground 
and
belowground tanks.  Generally, a suction pit needs to be constructed below the 
tank,
so that the total capacity of the tank can be used by the pump. The depth of the
 suction pit depends on the minimum submergence required for the application."  
If there is no suction pit below the level of the bottom of the tank, there is a
 volume of water that is not usable.  The commentary under Section 7.2.2 says 
that
pump manufacturers publish minimum submergence requirements to prevent surface 
vortices.
 In addition, the Hydraulic Institute has published minimum submergence 
guidelines
for vertical turbine pumps in the Hydraulic Institute Standards for Centrifugal,
 Rotary & Reciprocating Pumps.  This minimum submergence is intended to prevent 
surface vortices only and is not intended to prevent cavitation.  As such, there
 is no specific guidance regarding specific distances for the water level 
heights.
 The manufacturer of the pump will provide the required submergence level for 
the
pump and one will have to decide the safety factor above that for determining 
the
required water volume of the tank.
