Water Supply Adequacy Test From Main Drain

"The property in question has 6 in. and 8 in. pressure reducing valves in line 
before
the riser.  If the residual psi at the base of the riser from the hydraulic 
plate
indicates higher than the residual psi on a 2 in. main drain test, does this 
indicate
a problem?"

We have reviewed NFPA 25, 2014 edition as the applicable standard as well as 
NFPA
13, 2013 edition.  Our informal interpretation is that main drain test results 
are
used to discover water supply problems only.

Main drain tests cannot be relied upon to accurately determine whether the 
system
demand is being satisfied.  Conducting a full water supply test with nearby fire
 hydrants only completes that determination.  The main drain test's only purpose
 is to flag possible problems in the water supply and the determination can only
 be made by comparing the current test results to previous main drain test 
results
including the original commissioning test.  The initial main drain test results 
are required to be recorded on the Contractor's Material and Test Certificate 
for
Aboveground Piping form shown in Figure 24.1 of NFPA 13.  The baseline static 
and
residual pressures should not be compared with the water supply test from a 
hydrant
as a pass or fail of the system.  Once the initial main drain test is completed,
 the subsequent main drain tests required by NFPA 25 in Section 13.2.5 are to be
 conducted annually for each water supply lead-in to either an individual fire 
protection
system riser or manifold with multiple systems to determine whether there has 
been
a change in the condition of the water supply piping and control valves.  The 
annex
for this section explains that these drains also are used to determine whether 
there
is a major reduction in waterflow to the system, such as could be caused by a 
major
obstruction, a dropped gate, a valve that is almost fully closed, or a check 
valve
clapper stuck to the valve seat.  A satisfactory main drain test (i.e., one that
 reflects the results of previous tests) does not necessarily indicate an 
unobstructed
passage, nor does it prove that all valves in the upstream flow of water are 
fully
opened.  However, these tests provide a reasonable level of confidence that the 
water supply has not been compromised.  Section 13.5.1.2 does require a full 
flow
test shall be conducted on each pressure-reducing valve at 5-year intervals and 
shall be compared to previous test results.  The main drain should not be used 
for
this purpose unless the main drain can flow the system demand.
