No, Octave does not run in Spyder. I'm sure that Hus was referring to the fact that (roughly speaking) Spyder with matplotlib, numpy and scipy (+ eventually Python(x,y) for a better help integration) is equivalent to MATLAB with Signal Processing Toolbox and Image Processing Toolbox.
