I'm using an old version of Anaconda (Anaconda3-2019.10-Windows-x86_64 on 
Windows 7 Pro)

It was running fine until recently when it stopped working.

Whenever I try to run it crashes, issuing the following error. I've removed 
and  reinstalled Anaconda (using ReVO uninstaller) a number of times  and 
reset Spyder using "spyder --reset" command but nothing helped.
