Hi Brian,

I'm using Debian as well - but not for SQL-Ledger as I need to stay
(close to) the current development.

I don't have problems to run setup.pl (though I remember that there was
a problem with one of the earlier releases).

In such case you can download the whole package and install it manually.
If you follow the README information you should not have any problems.
