ouch! I didn't notice you installed postgresql on windows...
postgresql is /not/ designed to run on windows, if you can
make it work, good, but don't expect to work flawlessly like 
in unix...

rigth now there are people working on porting postgresql to
windows, but I don't know when this port will be ready...
