You need to give us the full information here, as something is unclear. Did you enter http://localhost/sql-ledger/login.pl or just /sql-ledger/login.pl as you specified? Also, is apache running? You need to restart apache after the httpd.conf changes take effect, otherwise the old setup continues to run in memory.
