Thank you Maureen,  I am looking through that product now.  I cant believe
that the one job I really need to do,  transfer data between my test/staging
database and the live production database is nearly impossible to do. 

I have a shared host for these sites, and therefore I don’t have console
access.  I cant do things like upload a backup and restore,  or detach, ftp
and attach it remotely.   It requires administrator access to do that. 

Doesn’t anyone else in the world ever transfer data between databases????

Have you checked out Toad?  I'm fairly sure it will let you copy
between schemas on two different servers.  I know the Oracle version
does.
