Here's the error message:
zsh: no matches found: sqlacodegen[citext]
ie. this message is coming from your shell, not pip. Zsh treats the
[...] part of the command as a filename pattern and tries to expand
it:

To get zsh to not treat it as a pattern, enclose it in quotes:
pip install 'sqlalcodegen[citext]'
