[sqlite] Finding the Bug fixes in a new version

Every time a new version of sqlite is released I need to go over all the 
bugs that were fixed to that release and decide if there is a good 
reason to move up to the new version.
Is there a easy way for getting the list of all bugs fixed to 2.8.13 
(for example) ?
I've looked in the report section and didn't find such report.
