Simpler one line test case also parses incorrectly:

WITH t(c) AS (VALUES (1)) SELECT group_concat(DISTINCT c) FROM t;
"group_concat(DISTINCT c)"
1

WITH t(c) AS (VALUES (1)) SELECT group_concat(DISTINCT c,',') FROM t;
Error: DISTINCT aggregates must have exactly one argument
