However, specifying c0 as the PRIMARY KEY in the column definition rather
than in a table constraint seems to work:

CREATE TABLE t0 (c0 INTEGER PRIMARY KEY) WITHOUT ROWID;
ALTER TABLE t0 RENAME COLUMN c0 TO c1;
