You are more than welcomed to put the code in the contributed code section of the website: http://www.sqlite.org/contrib As for folding the changes into the source tree, that depends a lot on the code, which I have not yet seen. There are very strict style guidelines and we insist on as near 100% source code coverage in your tests as can be reasonably achieved. (The current sources get 98% source code coverage.)
