You can use the CVS repository as described at the bottom of the download page http://www.sqlite.org/download.html Or you can modify the links shown on the download page. For example the preprocessed source for version 2.8.17 can be had by modifying the link for the current version http://www.sqlite.org/sqlite-source-3_5_7.zip to be http://www.sqlite.org/sqlite-source-2_8_17.zip. Enter that in your browser and it will start the download.
