I would recommend Talend (http://www.talend.com/). It allows for export/import to/from almost any structured data source (including sqlite and Access) and has very good scripting capabilities (a visual designer which generates java or perl code). It doesn't have a scheduler but this may be managed thru some other tool such as http://jobscheduler.sourceforge.net/ or, as you said, the windows task scheduler.
