For what it's worth (ie probably not much), my formal mathematics training in set theory taught me that a relation from a set A to a set B is a subset R of the cartesian product AxB. The special cases on A, B and R lead to further definitions and properties, eventually leading to group and field theory. I would have to go back to Evariste Galois' work to check whether he already used the term "relation" though.
