Julian day format is a double, with date represented by the whole part and time by the fractional part. A double has 53 bits of mantissa, IIRC, of which some 22 bits are needed to represent dates in recent past and future, leaving 31 bits for time. This gives a resolution of about 40 microseconds - so no, the format is incapable of representing times accurate down to a microsecond.
