Your two statements contradict each-other. You cannot both sort by ICU collation and obey your rules a, b, and c, because ICU collation contains its own rules on how to treat latin letters and some special characters, and they don't match the rules you stated. Pick one or the other. If you want to use ICU collation, then you can use the standard ICU extension. If you want to use rules a, b, and c, then you will have to write your own collation.
